Abstentions: Milke; & Jan. 2017 (DAS Retreat)(Atondo/Miller MSC) Time-Certain Discussion Math Council Appeal of E-79 (15 min.): The District Math Council (DMC) has filed an appeal against the proposed changes to E-79, but DMC chair, Regis Smith, has not shown up today. Atondo reminded those present about E-79 (Competency), which had been approved by DCC as follows: 8 yes, 2 no, 1 abstention. E-79 language being discussed here is from Sections III.a. and III.b. There were no suggested changes from Math Council. Currently, CSU GE and IGETC are not aligned: Pierce is the only college that teaches Math 228B, which meets IGETC and CSU GE. Other math faculty in the district do not want Math 228B to satisfy requirements. Pierce brought this issue to the Math Council. Atondo did not feel that Pierce needed to bring this to District Math Council (DMC) since post-baccalaureate courses are not listed. Baccalaureate courses are not listed in E-79. Math 228B, because it meets IGETC and CSU GE, not only has to be accepted by all the 91Ů campuses, but also by all California Community Colleges. IGETC and CSU GE are purview of UC and CSU; all CCCs are required to accept all courses as accepted by UC and CSU faculty. If CSU and UC say that a course meets a standard, then all CCCs must accept it. Per state law, we cannot impose further requirements on the student. But for local associate degrees, some colleges within the district do not want Pierces Math 228B to apply towards their own local campus degrees. J. Hernandez: For the AA-T: It respects disciplines expertise and what they require for the local degree. We dont want to create hurdles for students. The Pierce Math Chair, Vice-Chair, and former Chair support the general language in E-79 since it supports innovative pathways for developmental students to succeed. E-79 guarantees that the District will be supportive and will close equity gaps. Pierce representatives are disappointed that the DMC chair, who had planned to show up today to rebut the changes to E-79, never appeared. Action Items [see items on Mac notebooks desktop] 1. E-79. (Atondo/Milke MSC). Unanimous. 2. E-110: Acceptance of APs. (Atondo/Miller MSC). Unanimous. 3. BR 6200: Changes to this BR regarding graduation requirements. The residency requirement for certificates of achievement. DCC suggests Valleys 12 units in residency. Certificates of achievement vary in the number of units needed for residency. (Atondo/Miller MSC). Unanimous. 4. BR 6700: This action item is a clean-up of Title V, in which Credit by Exam sections would be granted Pass/No-Pass options. Title V guarantees that Credit by Exam courses must be graded like any other course. (Atondo/Miller MSC). Unanimous. Reports 1. Campus Reports: Southwest (El-Khoury): Accreditation reports: Progress is being made, but Southwests Academic Senate is not being asked to sign off on accreditation report. El-Khoury asked what is the DAS role when shared governance is being violated on the district level. East (J. Hernandez): There are concerns with the campus emergency plan. El-Khoury suggested that emergency plans should be signed off by faculty since faculty are in the classrooms and on the front lines in an emergency. Harbor (McMurray): Harbor has had a good year. Top administration in M&O are retiring. The nearby high school is expanding. Enrollment has been complicated because computer systems are experiencing problems. The Harbor President is out looking for other jobs but has not officially informed faculty, who might be interested in the position. Van Chaney (Political Science) is incoming Academic Senate President. Van Keller is stepping down as Curriculum Chair. DAS reps will be named at the next Harbor senate meeting. Mission (Milke): New exec board at Mission. Deborah Paulsen is incoming President. Milke will send names of DAS reps. Spring 2017 has been problematic because of administration. President and VP have decided that there will be limited one-year emergency hires; this was decided without input from Mission senate. A new Professional Expert (actual name of position) has been named, and he will be in charge of the new off-site facility in Tujunga and will be paid out of Adult Ed money. An Associate Dean of ITV is being hired. The Arts/Media/Performance building is supposed to open soon. Faculty need to be vigilant against violations of shared governance. Valley (Miller): Valley has applied for a grant involving Pathways, which could be a discussion item for the Fall 2017 summit. Miller has been re-elected as senate president. City (Wanner): Wanner has been re-elected. The year is finishing with 1000 fewer FTES. There are a number of enrollment management plans to get out of the enrollment crisis. Strong Workforce funds will be used to pay for previously unfunded classes. Non-credit summer classes have been saving Citys enrollment. East (Immerblum): East is finalizing accreditation responses. Enrollment is up, thanks largely to dual enrollment. East is pursuing guided pathways more vigorously. Immerblum is retiring. McMurray suggested that senators look at Mt. San Antonio Colleges website for enrollment plans. Trade (Robinson): Tools for the Trade was an event this past week. New faculty academy has been helpful to new faculty. Two new pathways are being brought on board: cosmetology and culinary arts. There have also been campus tours for local high schools. Enrollment for the summer has been less than normal. Pierce (Bruzzese): The senate exec has all been re-elected. Dean of Institutional Effectiveness has been on leave for a year. There are concerns with the SIS system. Pierce is against the Boards idea of centralizing food services. Discussion about food services is currently on-going at the Board level. Gauthier announced that the new Board members will start on July 1, 2017. West (Bailey-Hofmann): New leadership is coming in: a new VP of Student Services and a new VP of Academic Affairs. PRT (Partnership Resource Team just came in and has met with West to address the needs to improve administrative restructuring, and they will hopefully streamline responsibilities of the various deans, who do a little bit of everything. 2. Officer Reports: 1st VP, Equivalency: Echeverri welcomed the new 1st VP, Naja El-Khoury. The large number of retirements has resulted in many equivalency requests. Echeverri suggested that there is no legal definition of subject. A new process to establish a new subject is needed that is transparent and open. Atondo prefers the term course prefix over subject. DAS needs people to serve on the district-wide committees. 2nd VP, Curriculum: Cornner has just emailed everyone that priority registration has been extended by four days because of on-going work with PeopleSoft and CurricuNet. Bruzzese expressed concern that the 91Ů has purchased the cheapest version of CurricuNet, without all the enhancements that such a large district requires. Bruzzese also noted that perhaps departmental chairs were not consulted in the roll-out of CurricuNet. J. Hernandez suggested that time has not been spent to develop online training modules. Brent noted that homeless students are now in Tier 1, but this requires money, and District has been reluctant to spend the necessary money. There are over 20,000 students across the District in Tier 1; as of May 15, only 600 students have registered; so clearly there are problems with PeopleSoft. Milke remarked that Mission is losing students to College of the Canyons because of registration problems tied to the new SIS. Gauthier asked senators to remind students that priority enrollment dates have been pushed back. The Board Rules will transition to the CCCLC format. This summer, DCC will develop a policy for digital badging. Dan Keller (Harbor) has sent out to curriculum chairs and deans information on Coding Realignment Project and courses where there are discrepancies. Treasurers Report (Immerblum): Dan Wanner is incoming treasurer. Immerblum reported that at the FMPOC meeting on May 31 the committee will present on how to proceed with allocating measure CC Funds among four categories. One of the criteria is the current FCI (Facilities Condition Index), which gives an advantage to colleges with older buildings over those with newer buildings. Gauthier noted that Bond Steering has been trying to get buildings slated a long time ago for demolition to be finally demolished. Gauthier will send out the date and time of this meeting. Immerblum reported that there are four people attending the Leadership Institute. Presidents Report: 1. Committee membership: Gauthier asked senators to volunteer for open committee positions. 2. SRP: 364 early retirement requests have been received, which include 149 faculty positions (23% of eligible faculty district-wide). 3. Transitions: Gauthier offered to help with incoming Exec officers. Discussions 1. SIS Implementation: See above. 2. AB 86 Adult Education: Moving forward quickly. There is now a dean district-wide. 3. 91Ů shared governance consultation processes: A workgroup should form during the summer to work with Cornner. 4. Summit planning (Sept. 22 @LACC Student Union) Echeverri requests agenda items. 5. Brown Act / DAS websites: Bruzzese asked that District Equivalency Committee post its agenda. She also asked for a DAS resolution for assistance from the 91Ů Webmaster to make it easier for DAS materials to be found. 6. Adjunct Hiring: Miller expressed concerns with the implementation of the policy. Immerblum noted that the Adjunct Hiring Policy circulated at the May DAS Regular meeting was not the actual policy passed in April 2017, but it was rather the policy as slightly modified by the Chancellor. Miller expressed concerns with individual items in the policy: e.g. forwarding names from the hiring pool. Immerblum noted that District wont be ready for adjunct hiring. District policy requires four weeks for posting, but this time frame is not mentioned in the Adjunct Hiring Policy. Immerblum suggested that the task force that helped design the Adjunct Hiring Policy should reconvene to address the current issues with the new Adjunct Hiring Policy. 7. Pathways: See above. 8. PDC Budget: EDUC 240 will be offered in FA2017. Brent asked for new campus representatives to the PDC. Marketing: Jen Vonn will be providing marketing video and will create social media presence.
