How to Submit Position Letters

Organizations can submit letters directly to the Legislature via The California Legislature Position Letter Portal.

Letters should include the bill number, author, position, and last amended date in the subject line.

Anyone wishing to submit a position letter on a California Legislative bill can use the site. Please note there are three categories of registrants:

  1. Registered Lobbyists with the Secretary of State
  2. Organizations 鈥 an individual affiliated with an organization
  3. Individuals

Step-by-Step:

  1. Register at this link: 
    This is a one-time registration to set up your account 
  2. Once your account is set up and and you are on the Home/Welcome Page, click on 鈥淪ubmit a Letter鈥 at the top
  3. Enter the desired measure type and measure number
  4. Click the 鈥淣ext=>Select Client鈥 button
  5. Check mark to select the desired clients 
  6. Click the 鈥淣ext=>Select Recipients" button
  7. Select The Committee(s) and Author Staff
  8. Click the 鈥淣ext=>Select File鈥 button
  9. Select the Stance
  10. Enter Subject
  11. Upload the letter file by clicking the 鈥淐hoose File鈥 button
  12. Click the 鈥淣ext=>Review Submission鈥 button
  13. Review the information
  14. Check the I鈥檓 not a robot and verify the images

Letters to the Governor

Once a bill is sent to the Governor's Desk, any letters should be addressed to the Governor鈥檚 office and sent through the Governor鈥檚 website portal at . Use the drop down menu to select 鈥淎n Active Bill鈥, and from there, select a bill and leave a comment.
